Arkansas Rural Healthcare Technology Funding
What is THRIVE?
Arkansas THRIVE is one of the four initiatives under the state’s new Rural Health Transformation Program (RHTP). THRIVE stands for:
Telehealth, Health-monitoring, and Response Innovation for Vital Expansion
The program is designed to modernize healthcare delivery in rural Arkansas by funding things like:
- Telehealth systems
- Remote patient monitoring
- EMS and emergency response improvements
- Rural healthcare IT infrastructure
- Community and school-based telemedicine
- Connectivity/equipment for virtual care
- Training for providers and patients
Arkansas received about $209 million in initial federal Rural Health Transformation funding for 2026, and about $55.6 million of that is specifically allocated to THRIVE projects. The state expects over $1 billion total over five years.
The overall RHTP initiative was created to address major rural healthcare problems in Arkansas, including:
- hospital closures,
- provider shortages,
- chronic disease,
- long travel distances for care,
- and lack of specialty access.
The four Arkansas RHTP pillars are:
- THRIVE – telehealth and healthcare technology
- PACT – care coordination and specialty access
- RISE AR – workforce recruitment/training
- HEART – nutrition, exercise, and chronic disease prevention
Eligible applicants for THRIVE funding include:
- rural hospitals,
- clinics,
- EMS providers,
- FQHCs,
- schools,
- nonprofits,
- universities,
- and healthcare technology partners.
